Romanian adoption procedure
Adoption in Romania is regulated by Law 273/2004 and articles 451-482 of the Civil Code. Adopters must be at least 18 years older than the child, have full legal capacity, present moral and material guarantees, and obtain a certificate from the DGASPC (Directorate for Social Assistance and Child Protection), valid for 2 years. The procedure has four steps: certification, matching, placement for adoption (a 90-day trial period in the family) and court approval. The case is heard by the tribunal at the adopters or childs domicile, with mandatory prosecutor participation, and is exempt from court fees. The child over 10 must consent. Once final, the judgment grants the adopted child the same rights as a biological one, including inheritance reserve, and ends the legal kinship with biological parents.
